Home Information Packs were introduced with the objective of making buying a house easier.
The government hope that HIPs will make the process more transparent for buyers. Additionally,
energy ratings for properties will make it easier for buyers to predict how much their household
bills might be, and how environmentally sound a property is.
Who needs one?
From 14 December 2007 in England and Wales all properties for sale need a Home Information Pack, which
includes a home energy rating.
What Does the Home Information Pack Include?
The Home Information Pack contains important information that buyers and sellers need to know.
The Pack includes mandatory items, which are: a Home Information Pack Index, an Energy Performance Certificate,
containing advice on how to cut carbon emissions and fuel bills; a sale statement, standard searches and
evidence of title. Also a copy of the lease is mandatory where the property is leasehold.
For sellers, providing a Pack upfront should reduce the likelihood of any nasty surprises in the selling
process that could delay the sale, as buyers will be able to make more informed decisions about purchasing their home.
For buyers, the Pack provides essential information about properties they are considering buying, free of charge.
